What can be done to a maple tree that has samara's coming from it clogging my gutters.?

Don't want to kill the tree, it belongs to the neighbors. They are elderly and can not afford to cut it down (hugh tree). They are landing on the front of my car going into the vent system, but mostly are doing severe damage to the gutters of the house which have to be cleaned out every year. When they come down sounds like it is raining there are so many of them.
