Window air conditioner won't start; what's wrong/how can I fix it?

You probably already checked for this, but sometimes air conditioners have a ground fault detector built right into the plug. Sometimes when you plug in/unplug you accidentally hit the test on and it trips and you might not notice because the on that pops out is sort of tiny, so if there is one, try resetting it..
